A Landmark Step in Disaster Management
The Indian Army recently organized the annual multilateral exercise, Sanyukt Vimochan 2024, demonstrating its commitment to disaster preparedness. Conducted on November 18-19, 2024, in Ahmedabad and Porbandar, Gujarat, the event showcased India’s advanced strategies for managing humanitarian crises. With the participation of multiple agencies, the exercise emphasized collaboration, innovation, and international cooperation.
Tabletop Exercise: Preparing for Cyclones
The first day of the event, held in Ahmedabad, featured a Tabletop Exercise (TTX) based on a hypothetical cyclone impacting the Gujarat coastline. This simulation focused on joint disaster relief strategies to address the challenges posed by such calamities. Representatives from key organizations, including the National Disaster Management Authority (NDMA), Gujarat State Disaster Management Authority (GSDMA), and the Meteorological Department, participated alongside senior officials from the Indian Armed Forces.
The exercise simulated a coordinated response to a cyclone threatening the Okha-Porbandar region. It aimed to bridge gaps in communication and integration among various agencies to ensure a swift and effective disaster response.
Porbandar Demonstration: A Unified Response
The second day featured a Multi-Agency Capability Demonstration at Chowpatty Beach in Porbandar. Various agencies, including the Indian Army, Navy, Air Force, Coast Guard, National Disaster Response Force (NDRF), and State Disaster Response Force (SDRF), showcased their disaster management capabilities.
The demonstration included reconnaissance missions, rescue operations, and casualty evacuations, with the exercise culminating in the rehabilitation of affected citizens. It provided a comprehensive view of how agencies collaborate in real-world disaster scenarios.
Aligning with Atmanirbhar Bharat
A unique aspect of Sanyukt Vimochan 2024 was the inclusion of an industrial display highlighting indigenous innovations in disaster response technology. Organized in alignment with the Atmanirbhar Bharat initiative, this exhibition showcased advanced equipment developed by Indian defense industries. It underscored the importance of self-reliance in strengthening disaster management capabilities.
Leadership and Recognition
General Upendra Dwivedi, the Chief of the Army Staff, commended the participants for their professionalism and dedication. He praised the Indian Armed Forces for their pivotal role in disaster relief efforts, emphasizing the importance of swift response, humanitarian aid, and medical support in crises.
The Chief of Army Staff also acknowledged the support of the Gujarat government and industry partners, including the Federation of Indian Chambers of Commerce and Industry (FICCI), for their active involvement. He highlighted India’s global leadership in humanitarian efforts and reiterated the philosophy of “Vasudhaiva Kutumbakam” – the world as one family.
International Collaboration
The exercise witnessed the participation of 15 senior officials and representatives from nine friendly foreign nations, including countries from the Gulf Cooperation Council (GCC), the Indian Ocean Region, and Southeast Asia. Their involvement emphasized the importance of sharing best practices, experiences, and technological expertise in disaster management. This collaboration further strengthened India’s role as a leader in global disaster preparedness.
Advancing Preparedness and Global Dialogue
Sanyukt Vimochan 2024 served as a vital platform for improving national disaster response capabilities. It also contributed to the global dialogue on humanitarian assistance and disaster relief.
