A Strategic Alliance to Meet Rising Power Demand in Gujarat
in Ahmedabad, a landmark agreement was signed between two key players in Gujarat’s energy sector: Gujarat Urja Vikas Nigam Limited (GUVNL) and Gujarat Mineral Development Corporation (GMDC). This collaboration aims to ensure long-term energy security for the state. Inspired by the vision of Prime Minister Narendra Modi for inclusive growth and a self-reliant power sector, this initiative is set to meet the growing energy demands of Gujarat.
Growing Power Demand in Gujarat
Gujarat has experienced a significant increase in power demand over the past five years, growing at a compound annual growth rate (CAGR) of over 6%. In the fiscal year 2023-24, the peak power demand was 24,544 MW. This demand is projected to rise to approximately 36,000 MW by FY 2031-32, according to the 20th Electric Power Survey (EPS) Report by the Central Electricity Authority (CEA). This surge necessitates a robust and reliable energy infrastructure to support the state’s development.
Government’s Vision and Leadership
Under the leadership of Chief Minister Bhupendrabhai Patel, the Government of Gujarat (GoG) has been proactive in addressing energy security. The Energy & Petrochemical Department (EPD), led by Minister Kanubhai Desai, and the Industries & Mines Department (IMD) have devised a strategic framework to ensure the state’s energy needs are met. This framework, signed in the presence of the Hon’ble Minister of Finance, Energy & Petrochemical, brings together GUVNL and GMDC to develop coal and lignite-based power stations, ensuring a steady and reliable power supply for Gujarat.
Strategic Partnership for Energy Security
The partnership between GUVNL and GMDC is a significant step towards securing Gujarat’s energy future. By replacing old generating units and adding new capacities, this collaboration aims to bolster energy security through sustainable coal and lignite utilization. This initiative is crucial for meeting the state’s energy demands, especially during peak hours and load balancing.

Commenting on this development, Kanubhai Desai, Minister of Finance, Energy & Petrochemical, highlighted the historic significance of the MOU. Renewable Energy Initiatives
While the focus is on coal and lignite-based power generation, the utilities are also committed to reducing carbon footprints. GMDC and GUVNL are taking robust measures to develop renewable energy projects. This initiative aligns with the state’s goal to meet the residual surge in power demand and manage load balancing, particularly during late evening peak hours.
Development of Lignite Mines in Gujarat
To support this initiative, GMDC has been actively developing lignite mines in Gujarat allocated by the Government of India. These mines play a crucial role in ensuring a steady supply of lignite for power generation. Additionally, the Government of India has allocated two large commercial mines to GMDC in Odisha – Baitarani-West in Angul District and Burapahar in Sundargarh District. With a cumulative mineable coal reserve of 660 million metric tonnes and a geological reserve of 1,700 million metric tonnes, these mines can support a thermal capacity of approximately 4,400 MW.
Operationalizing Lignite Mines
GMDC is also in the process of operationalizing its lignite mines in Gujarat, which can support an additional 1,250 MW of lignite-based capacity. This effort ensures that consumers in Gujarat will continue to receive uninterrupted power supply more reliably and competitively. The development of these mines is a significant step towards achieving energy security for the state.
