In a groundbreaking move for the private security sector, Chief Minister Bhupendrabhai Patel inaugurated the Security Leadership Summit 2023 in Gandhinagar, Gujarat. The event, spanning two days, served as a platform to delve into critical issues within the industry and explore the evolving security landscape. The summit saw the presence of key figures, including Gen (Dr) V.K. Singh, Union Minister of State for Road, Transport, and Highways, and Kunwar Vikram Singh, Chairman of CAPSI & APDI.
The Chief Minister, in his inaugural address, underscored the indispensable role private security plays in Gujarat’s industrial landscape and its significance in maintaining peace and security. Patel credited Prime Minister Narendra Modi for elevating Gujarat as a model for development, emphasizing that peace, safety, and security are paramount for any state or nation on the path to progress.
Welfare Measures Unveiled for Security Guards
The summit witnessed the announcement of two groundbreaking welfare measures for security guards. Yatra.com, a prominent travel platform, joined forces with CAPSI to offer ticket booking concessions for one crore security guards and their families. This collaboration seeks to alleviate the financial burden on security personnel, recognizing their essential contribution to societal well-being.
In a parallel initiative, CAPSI forged a partnership with RC Infra in Uttar Pradesh to construct 500 homes for security guards under the Pradhan Mantri Awas Yojana (PMAY). This strategic move aims to provide dignified living conditions for security personnel and their families, setting a precedent for similar projects across India.
CM Patel Emphasizes Gujarat’s Role as a Model for Development
Chief Minister Bhupendrabhai Patel delved into Gujarat’s journey as an industrially developed state and a renowned hub for auto manufacturing. He highlighted the pivotal role played by private security in ensuring industrial security and labour peace. Drawing parallels with Prime Minister Modi’s commitment to making India self-reliant by 2047, Patel underscored the importance of strengthening both the defense and security sectors.
“The security sector is as crucial for countering anti-national activities as the defense capacity is for countering enemy states. In Gujarat, we have seen how a secure and peaceful environment has propelled our development,” stated the CM.
Union Minister Singh Acknowledges the Contribution of Private Security
Union Minister V.K. Singh, in a video message, applauded CAPSI for organizing the summit in Gujarat and acknowledged the private security industry’s significant contribution to national security. Singh elaborated on the multifaceted role of the private security sector, emphasizing its impact on employment generation and its role in easing the burden on law enforcement agencies.
“The private security industry is the largest contributor to the nation’s security. CAPSI’s initiative to hold this important summit in Gujarat reflects the sector’s pivotal role in supporting the government’s efforts,” said Minister Singh.
CAPSI’s Chairman Stresses Collaboration for Sector Growth
Kunwar Vikram Singh, Chairman of CAPSI & APDI, expressed gratitude for the support received from both Union and State Governments over the last 18 years. Singh shed light on the private security sector’s global standing as the world’s second-largest force and its position as the second-largest employment provider in India, following the construction sector.
In a strategic move, CAPSI is collaborating with the Ministry of Home Affairs and Rashtriya Raksha University to plan comprehensive training programs for security guards, from entry-level personnel to senior officials. Singh highlighted the importance of crisis situations in bringing out the best in the sector and announced plans for the rehabilitation of ‘Agneeveers,’ a move poised to be a game-changer in the industry.
Rashtriya Raksha University’s Vision for Professionalizing the Sector
Prof. (Dr.) Bimal N. Patel, Vice-Chancellor of Rashtriya Raksha University, detailed the university’s vision for professionalizing the private security sector. Under the guidance of Union Home Minister Amit Shah, the university aims to provide training to all security personnel in the private sector by 2030. Patel emphasized the sector’s current valuation at Rs. 1.5 lakh crore, with a trajectory of continuous growth.
To ensure the professionalism and recognition of individuals in the private security sector, Patel proposed assigning a unique license number linked with Aadhar to every person working in the industry. This, he believes, would not only enhance recognition and authenticity but also contribute to the sector’s overall upskilling and standardization.
